In Kyiv, the Digital Defence Forum took place, where key digital solutions and systems that make the Ukrainian military modern and effective were presented.
Plans for digitalisation in 2026 were also announced.
First Deputy Prime Minister of Ukraine — Minister of Digital Transformation of Ukraine Mykhailo Fedorov delivered the opening remarks. He emphasized that over the past five years, Ukraine has moved from 102nd place to 5th in the world in a key digitalisation index. This became possible only thanks to the creation and development of a digital state ecosystem in our country. Mykhailo Fedorov briefly introduced the audience to the digital products and digital ecosystems that are currently implemented and successfully operating in Ukraine.

The Minister of Defence of Ukraine, Denys Shmyhal, spoke about the priorities of the digital ecosystem for the military.
— The first priority is people. In this war, we are fighting for people, for their peaceful future. That is why digital services for conscripts and defenders save energy and time, bring services closer, remove barriers, and open new opportunities, the Minister of Defence emphasized.
He noted, in particular, that in “Reserv+” the available services range from electronic referrals for medical evaluation commissions (MLC) to obtaining deferrals online, while in the “Army+” ecosystem there have already been over 55,000 transfers between units and 1.2 million electronic reports.

— The second priority of the Ministry’s work is weapons. It is important that units receive exactly what they need to accomplish their tasks — on time, quickly, and in the declared configuration. For this purpose, we launched the DOT-Chain Defence mechanism. It is a marketplace through which FPV drones, bomber drones, and electronic warfare systems are supplied to the military. We will continue expanding the range of items that can be procured through it, — Denys Shmyhal said.
He added that 144,000 units of equipment have already been delivered to the military through this system. The supply cycle has been reduced from weeks to a few days. In addition, DOT-Chain is constantly scaling up and currently covers 184 AFU brigades and two National Guard corps.
Finally, the third key priority of the Ministry of Defence, as outlined by the head of the agency, is the system — the functioning algorithms for conducting modern warfare. Digital solutions that have brought Ukraine to a fundamentally new level. One of the most important solutions is the DELTA combat system. Thanks to AI technologies, our soldiers strike more than 2,000 enemy targets every day. The “Impulse” system has been created; it will operate in every military unit of the AFU and will eventually be integrated with “Army+” and other systems. The digitalisation of logistics includes the SAP system, as well as the Medical Information System, through which assistance and medical support for service members are provided.
— The digitalisation of the Defence Forces is a consistent, irreversible, and dynamic process. We are constantly in a technological race to surpass the enemy. And we are doing everything possible to always stay ahead. Speed and accuracy, efficiency in the modern world — these are the key factors of success. That is why it is important for digitalisation in the military to become total — from the Ministry of Defence and the General Staff to every battalion. For this, we are building an IT vertical for the Armed Forces — over 7,000 digital officers who will act synchronously and cultivate a digital culture in every unit. Such people are already working on the ground, and we will unite them into a single network. They will ensure even greater speed and effectiveness of the digitalisation of our military, — Denys Shmyhal said.
After that, Oksana Ferchuk, Deputy Minister of Defence of Ukraine for digital development, digital transformations, and digitalisation, presented the digital solutions that are being created within the Armed Forces, will be used by all units, and will provide maximum benefit to each unit involved in the defence of our country.
Arsen Zhumadilov, Director of the Defence Procurement Agency of the Ministry of Defence, provided more details on procurement; Oleh Berestovyi, Head of the Main Directorate of Information Technologies of the Ministry of Defence, spoke about mobilisation and how the “Reserv+” application supports this process.
Mstyslav Banik, Head of Digital Products at the Ministry of Defence, presented updates in “Army+”, and Deputy Minister of Defence of Ukraine Yurii Myronenko presented updates in the DELTA system.
Thus, the current priorities of defence digitalisation encompass eight areas:
— Military personnel registry. The convenient “Impulse” system is already operating, — replacing paper logbooks.
— Electronic Military Recruitment Centre (TCC). Reserv+ already has 6 million users. Most functions are available in the application — from electronic referrals for MLC to deferral applications. Soon all services for conscripts will be available online.
— Ecosystem of services around the service member. The Army+ app is already in use by about one million military personnel.
— Defence resources registry. The SAP system is being actively implemented, allowing timely provision of everything needed, controlling supply stages, and automating accounting of equipment, spare parts, and machinery. Most NATO armies use this system.
— Infrastructure and development of the combat services ecosystem. The Delta situational system has become a key platform for gathering battlefield data. It also enabled the implementation of the Army of Drones program. As a bonus, it became a game-changer, increasing the effectiveness of units that inflict record losses on Russian forces.
— Development of the military IT vertical — a network of digital officers across all levels of the security and defence forces, accelerating the digitalisation of the army.
— Modernisation of procurement and weapons supplies. Thanks to DOT-Chain Defence, the Brave1 marketplace, and other systems, essential assets are quickly delivered to the front line.
— Medical Information System of the AFU. Electronic MLC, electronic PMC, MIC at brigade level — numerous updates are planned in this area.
