An important priority for Ukraine’s Ministry of Defense is human capital: recruiting, developing and retaining people in the Defense Forces.

Defense Minister Yevhenii Khmara stated this while speaking with journalists.

“The foundation of the Defense Forces is people, decent treatment of service members. It is necessary to increase the responsibility of commanders at all levels for preserving lives,” Yevhenii Khmara believes.

According to him, it is necessary to ensure the right model of responsibility. A commander who recruits people into his unit must be responsible not only for the fact of recruitment itself.

“He must be responsible for the entire journey of a service member: training, equipment, transfer of combat experience, integration into the unit and subsequent employment on the battlefield,” the minister added.

A separate priority is to properly balance forces and means on the battlefield, that is, personnel and the weapons and equipment with which these personnel are equipped.

“If forces and means are in balance, units operate effectively. If there are fewer means, this leads to the ineffective employment of people. And then — to losses,” the minister explained.

Yevhenii Khmara is convinced that the response to the enemy’s actions should not be an increase in the number of people in the military.

Ukraine must involve the minimum necessary number of personnel and equip those carrying out missions as effectively as possible.

“On the battlefield, we must do everything to ensure that the available human capital performs missions more effectively, with higher quality and with fewer losses,” the Minister of Defense of Ukraine stated.
