Mobilization remains a key condition for Ukraine’s ability to resist Russian aggression, and information attacks against Territorial Recruitment Centers directly serve the enemy’s interests.

This was stated by Colonel of the Security Service of Ukraine, Member of Parliament of Ukraine, and Secretary of the Parliamentary Committee on National Security, Defense and Intelligence Roman Kostenko during the program “Velykyi Lviv Speaks”.

On incidents around TRCs

According to the speaker, individual conflict cases that are actively spread in the information space do not reflect the real functioning of the mobilization system.

“Isolated violations or incidents are presented as the norm. This distorts the picture and undermines trust in one of the basic elements of state defense”, — he emphasized.

Roman Kostenko noted that Territorial Recruitment Centers operate under conditions of full-scale war and ensure the formation and replenishment of Defense Forces units.

The information component of the war

The speaker stressed that the topic of mobilization is systematically used by Russia in information and psychological operations.

“Discrediting the TRCs is not an internal discussion, but an element of war. Its goal is to disrupt mobilization processes and weaken the country’s defense capability”, — Roman Kostenko stated.

He emphasized that mobilization cannot be reduced solely to the work of Territorial Recruitment Centers.

“War is a shared responsibility. It is impossible to win it when some perform combat missions while others distance themselves or discredit the process of supplying the army”, — Roman Kostenko said.

He added that the state must respond to violations within the law, but this cannot become a reason for the general discrediting of the system.

Roman Kostenko warned that in the event of occupation of Ukrainian territories, no procedures or legal mechanisms would exist.

“The occupier does not conduct mobilization — he forcibly takes people. This is a fundamental difference that must be clearly understood”, — he emphasized.
