Ukraine and Norway have signed a defence cooperation deal in the Drone Deal format and a Joint Declaration on Strategic Partnership — the "Elisabeth" Agreement.

The documents were signed in Kyiv on Sunday by President of Ukraine Volodymyr Zelenskyy and Prime Minister of Norway Jonas Gahr Støre, the President’s Office reports.

The declaration is named after Elisabeth, the daughter of Prince Yaroslav the Wise, who married King Harald Hardrada and became Queen of Norway. Building on years of productive cooperation between the two countries, the leaders have used the declaration to establish a strategic partnership and to agree on even broader, long-term development.

The declaration formalises cooperation in defence and security, energy, and the resilience of both nations. Norway will continue to strengthen Ukraine’s defence capabilities, in particular under the Nansen Support Programme. Cooperation already covers the maritime, land and air domains, as well as drones, autonomous technologies, supply and logistics.

The President thanked the Prime Minister of Norway for all the support provided. Jonas Gahr Støre announced today that in 2027 his country will allocate Ukraine the same volume of assistance under the Nansen Programme as this year — around USD 9 billion.

As ArmyInform reported earlier, President of Ukraine Volodymyr Zelenskyy announced new agreements on defence industrial cooperation with Finland.

These concern the development and production of drones in Finland for the needs of Ukraine and Europe, the development of capabilities in unmanned maritime systems, and the establishment of a facility producing unmanned ground vehicles.
