Ukraine's Ministry of Defence is rolling out the YouControl system to vet potential suppliers, helping spot risks faster and make procurement more transparent.

The corresponding memorandum of cooperation was signed by Deputy Minister of Defence of Ukraine Mstyslav Banik and YouControl’s Deputy Director for Legal Affairs Danylo Hloba.

According to Mstyslav Banik, any risk that is not identified in good time can lead to delays in deliveries or adversely affect the quality of weapons and materiel supplied to the military.

That is precisely why the vetting of potential suppliers must be carried out as quickly and thoroughly as possible.

He noted that access to the YouControl analytical system will make it possible to spot potential red flags faster, identify areas requiring additional attention and conduct more rigorous checks. This will contribute to greater transparency and efficiency in defence procurement.

The Ministry of Defence stresses that the early detection of risks will help minimise threats related to the quality of defence products, as well as ensure a stable and uninterrupted supply of the goods the Armed Forces of Ukraine need.

How the vetting will work

When preparing to conclude a state contract, a potential supplier will submit a defined package of information about its company. The Ministry of Defence official handling the registration will verify the accuracy of these data and analyse possible risks.

Thanks to the integration with YouControl, this initial check will take place within a single electronic account. This will make it possible to obtain information from the necessary sources without having to search for it separately across a large number of state registers, which will significantly reduce the time required for vetting.

Danylo Hloba emphasised that every risk identified at the counterparty screening stage helps to avoid the loss of time and resources, as well as potential problems with the uninterrupted supply of Ukraine’s armed forces.

He also expressed confidence that modern analytical solutions and thorough counterparty screening will make the defence procurement system more efficient and secure.

What information will be analysed

Using YouControl, the Ministry of Defence will vet potential suppliers in the following areas:

  • inclusion in sanctions lists;
  • information on ultimate beneficial owners;
  • corporate ties with Russia (in future, also with regard to non-residents);
  • debt obligations;
  • criminal proceedings, including those related to corruption offences;
  • possible security risks.

In addition, the Ministry of Defence plans to work with YouControl on developing its own information capabilities, in particular on creating databases and integrating state registers.

Trust Index for rapid counterparty assessment

One of the main areas of cooperation will be the use of the Trust Index tool, which provides a rapid initial analysis of potential counterparties.

This service makes it possible to quickly draw up an initial risk profile of a company, identify factors that require additional attention and prepare more effectively for a comprehensive check.

The Ministry of Defence stresses that rapid analysis is not a full check, but only its first stage. It helps to systematise information from open sources and improves the effectiveness of subsequent assessment.

At the same time, the results obtained through the YouControl system will be advisory only and will not serve as grounds for legal decisions. If the system identifies potential risks, the Ministry of Defence official is obliged to additionally verify the information in the relevant state registers and only then take a decision.

Training for Ministry of Defence staff

As part of the cooperation, YouControl will also provide specialised training for Ministry of Defence specialists. During the sessions, they will learn:

  • how to search for and verify information on counterparties;
  • how to analyse large volumes of open data;
  • how to identify potential risks;
  • how to use modern analytical tools.

The Ministry of Defence expects that the introduction of the YouControl system will make the vetting of potential suppliers faster and more effective, and will help identify possible risks more promptly, before state contracts are concluded.
