President of Ukraine Volodymyr Zelensky enacted the NSDC decision on sanctions against the self-proclaimed president of Belarus Alexander Lukashenko.

According to the head of state, in the second half of 2025, Russia deployed a system of relays for controlling strike drones on the territory of Belarus, increasing Russia’s ability to attack Ukraine’s northern regions — from Kyiv region to Volyn.
Zelensky emphasized that some of the strikes on energy infrastructure and railways would have been impossible for Russia without Belarusian assistance.
Over 3,000 Belarusian enterprises are serving the Russian war effort, supplying equipment and components categorized as critically important — including components for missiles that terrorize Ukrainian cities.
Construction of infrastructure for deploying medium-range missiles — the “Oreshnik” — continues in Belarus, posing a threat not only to Ukrainians but to all Europeans.
Lukashenko not only provided Belarusian territory for the “Oreshnik” missiles, but last year Belarusian enterprises supplied Russia with critical components and mechanical bases for this weapon. This continues in 2026.
Zelensky stressed that Lukashenko has long been trading Belarusian sovereignty for continued personal power, helping Russia evade sanctions and openly supporting Russian aggression.
Sanctions against Lukashenko have already been imposed by the EU, the US, Japan, Canada, Switzerland, and New Zealand due to systematic human rights violations, repression of political opponents, and assistance to Russian aggression.
