Russia is attempting to erase the Ukrainian identity of children from temporarily occupied territories through “cultural-educational excursions”.
This information was published by the Defense Intelligence of Ukraine on the War&Sanctions portal in the “Child abductors” section.
DIU published data on individuals involved in the Russian nationwide project “kultūrnaia karta 4+85”, under which children from temporarily occupied Ukrainian territories are taken to Russia under the guise of cultural-educational tours.
The project was initiated by the Russian Ministry of Culture and is implemented by the state organization “Roskonscert”.
Although its declared goal is “cultural familiarization with Russia”, in reality it aims to integrate Ukrainian children into the Russian socio-cultural space and form loyal “new citizens” for the Kremlin.

Such actions constitute part of Russia’s humanitarian aggression aimed at erasing Ukrainian national identity, imposing distorted historical memory, and raising a generation of children on occupied territories who identify as citizens of the aggressor state.
DIU emphasized that identifying organizers and executors of these programs is an important step toward ensuring accountability and punishment for crimes against Ukrainian children.
