Antennas on rooftops and new shahed routes: Threats from Belarus and strengthening Air Defense discussed at the Supreme Commander-in-Chief’s Headquarters
At a meeting of the Supreme Commander-in-Chief’s Headquarters, key attention was focused on drones: countering Shahed strikes, developing the “Drone Line”, deep strikes, and changing the air defense strategy. A new threat was also recorded — the use of Belarusian territory to bypass Ukrainian interceptors.

The President stated that Russian forces are attempting to route attack drones through Belarusian airspace, bypassing Ukrainian defensive positions.
According to Ukrainian intelligence, equipment used to guide Shahed drones toward targets in western regions of Ukraine is being placed directly in Belarusian settlements near the border — in particular, on the rooftops of ordinary five-story residential buildings.
The Head of State emphasized that this is a direct disregard for civilian lives and indicates Belarus’s further loss of real sovereignty in favor of Russia’s aggressive ambitions. Ukraine will inform international partners and prepare joint responses to these actions.
A separate block at the meeting addressed the financing and supply of interceptor drones. The President reported feedback directly from combat units regarding the distribution of drones and instructed the First Deputy Prime Minister, together with the Minister of Defense and the command of the Unmanned Systems Forces, to modernize the distribution system so that more units receive the required number of drones.
The General Staff, together with the Ministry of Defense, was also instructed to prepare changes to the air defense strategy — taking into account both the protection of infrastructure and the strengthening of frontline position defense. The relevant proposals are to be presented at the next meeting of the Headquarters.
