This was reported by the Center for Countering Disinformation.

The sanctions list includes:

  • Serhii Kliuchenkov (Mardan) — propagandist for the “Solovyov.Live” channel and author of the Telegram channel “mardan”. One of the most radical mouthpieces of the Kremlin. He systematically calls for the genocide of Ukrainians, the bombing of civilian cities, and the execution of teachers in occupied territories. Mardan openly declares that the war should be one “of destruction”.
  • Ernest Matskevichus — host of the “Vesti” program on the “Russia-1” TV channel. Regularly spreads false narratives about the Armed Forces of Ukraine and justifies the annexation of Ukrainian territories. He is an active participant in the “Putin Team” movement and involved in fundraising for the needs of the occupying army.
  • Graham Phillips — a British blogger and propagandist who worked for RT and “Zvezda” until 2015. Known for abusing Ukrainian prisoners of war, which constitutes a violation of the Geneva Convention. In 2024, he received political asylum in Russia.
  • Adrien Bocquet — a French pseudo-expert used by the Kremlin to amplify propaganda in Europe. He systematically participates in staged reports in occupied territories, spreading pro-Moscow disinformation via Western social media and Russian state channels.

According to the CCD, the EU sanctions list for Russia’s destabilizing activities now includes 69 individuals and 17 legal entities.
