Ukraine has submitted materials to the International Criminal Court regarding Russia’s attacks on Ukraine’s energy infrastructure.
This was announced by Ukraine’s Prosecutor General Ruslan Kravchenko.
The submitted documents include information on Russia’s attacks on Ukrainian energy facilities from July 2025 to February 2026.
The document was prepared by the Prosecutor General’s Office together with the Main Investigative Department of the Security Service of Ukraine and an interagency working group of military experts, in accordance with Article 15 of the Rome Statute of the ICC.
During this heating season, strikes organized by Russia’s top military and political leadership targeted all types of energy facilities across most regions of Ukraine.
The attacks were carried out through prolonged, massive, combined strikes using weapons launched from land, air, and sea.
Their intensity exceeded previous periods of mass attacks in October 2022 — March 2023 and March 2024 — March 2025 combined.
“The entire technological chain of the power system was hit — from generation to transmission and distribution. TPPs, HPPs, CHPs, and distribution networks were damaged. The cumulative effect, combined with weather conditions, made this campaign more systematic and destructive than previous ones. Almost every resident of Ukraine felt the consequences”, — the Prosecutor General said.
As a result of these missile attacks, 11 civilians were killed and 68 injured.
These attacks provided no military advantage. Their aim was terrorizing the population and creating unlivable conditions. We view them as a widespread and systematic attack constituting crimes against humanity.
The ICC Prosecutor’s Office was informed about the chronology of attacks, their consequences, potentially involved Russian units, and members of Russia’s military-political leadership who may have given the orders.
The submission aims to expand charges against individuals already under ICC investigation, as well as identify others responsible for crimes under ICC jurisdiction.
Work on collecting and systematizing evidence continues. Additional materials may be provided at the ICC Prosecutor’s request under Ukraine’s Criminal Procedure Code and the Rome Statute.
