Ukraine’s Minister of Defense Mykhailo Fedorov presented concrete goals whose achievement will strengthen the country’s defense.
This was stated in the minister’s post on his Facebook page.
“Today marks the fourth year of the full-scale invasion. Every day, every Ukrainian thinks about one thing: when will the war end? We want peace more than anyone in the world. The President, the negotiating team, and diplomats work daily to bring it closer”, — Mykhailo Fedorov noted.
The minister added that Russia continues to fight because it believes it can break Ukraine through force and resources. Therefore, the President assigned the Ministry of Defense team a clear task — to strengthen defense alongside diplomacy in a way that forces the enemy to peace.
The War Plan includes three concrete goals.
Protecting civilians and infrastructure is the top priority.
The goal is to identify 100% of aerial threats in real time and intercept at least 95% of missiles and drones.
To achieve this, Ukraine has launched the creation of a multi-layered “small” air defense system and the scaling of interceptors.
“Important organizational changes have begun. These are the first steps toward systematic counteraction to Shaheds and stable protection of our cities. When the sky is closed, the country functions”, — the minister emphasized.
The front holds thanks to the undeniable heroism of Ukrainian soldiers.
The enemy pays for every kilometer of Ukrainian land — in Donetsk region, 156 soldiers per square kilometer.
The benchmark is over 200 killed occupiers per km², which is a loss level that makes further advancement impossible.
“Our goal is to stop the enemy in every domain — on land, at sea, and in cyberspace. We know how to achieve this. There is a specific list of decisions and projects: from improving the procurement system and completing the corps reform to transforming the training and command system based on data”, — Fedorov stressed.
The war continues because Russia has money — for missiles, drones, soldier contracts, and propaganda.
The source is oil, which Russia sells worldwide through the so-called shadow fleet.
This is the budget that finances the war. If this channel is cut, the resources for war will sharply decrease.
“What is needed: stronger sanctions, coordination with partners, a strategy to counter the shadow fleet, joint actions with partners at sea — so that Russia’s budget deficit becomes the largest in its history. We are already preparing this strategy, as well as a strategy to counter Russia in the cognitive domain”, — the Defense Minister noted.
According to him, these are not just bullet points but a plan with concrete, measurable goals and results. Mykhailo Fedorov explained how the Ministry of Defense plans to implement it.

Win-win cooperation to achieve a record volume of international assistance this year — for drone procurement, stable payments to soldiers, strengthening air defense, and other defense needs.

“Peace in Ukraine will come when the sky is closed, the Russian army loses its offensive potential, and Russia’s economy cannot withstand the pressure. We work for this every day — so that every day of the war becomes a threat to Russia’s existence”, — Mykhailo Fedorov emphasized.
