It was established that the command of the Russian Black Sea Fleet was involved in the missile strike on Lviv and facilities in the UNESCO buffer zone on 6 July 2023.
As a result of the attack, civilians were killed and the city’s historical cultural heritage was damaged.
“Under the procedural guidance of prosecutors of the Office of the Prosecutor General, notices of suspicion have been issued to the commander and chief of staff of the Russian Black Sea Fleet — an admiral and a vice admiral — who, according to the investigation, organized and planned the attack”, — the report says.
The investigation established that the strike was carried out with 3M-14 Kalibr sea-launched cruise missiles, launched from submarines and surface ships of the Black Sea Fleet in the Black Sea.
One of the targets was residential housing. Nine civilians were killed, and residential buildings, vehicles, and other civilian infrastructure suffered significant destruction.
The historic part of Lviv was damaged in the attack. Seventeen architectural monuments of local significance located within the buffer zone of a UNESCO World Heritage Site were affected.
“These facts are being investigated as violations of the laws and customs of war combined with intentional murder committed by a group of persons by prior conspiracy (Part 2, Article 28; Part 2, Article 438 of the Criminal Code of Ukraine).
Currently, the issue of declaring the suspects wanted is being considered, and other representatives of Russia’s military and political leadership involved in preparing and giving the relevant orders are being identified”, — law enforcement officers stated.
According to them, since the beginning of the full-scale aggression, 1,685 cultural heritage sites have been damaged, and 16 individuals have been notified of suspicion in the corresponding criminal proceedings.
“More than 100 cultural heritage sites from the UNESCO World Heritage List have been identified as damaged or destroyed, including 44 in Odesa, 59 in Lviv, and the National Literary-Memorial Museum of Hryhorii Skovoroda in Kharkiv region”, — law enforcement officers added.
