Before and during the Munich Security Conference, which will be held in Germany on February 13–15, 2026, the intelligence services of the aggressor state Russia

One of the main participants in this Kremlin-favored campaign, which will include street anti-Ukrainian actions and coordinated information activity, will be Friedensbewegung (“Peace Movement”).
The narratives to be spread in Moscow’s interests are aimed at whitewashing the Kremlin’s criminal policy and halting Western assistance to the Ukrainian people in the war against the aggressor state Russia — in particular: “support for Ukraine provokes World War III”, “the EU and NATO are aggressors”, — “Russia poses no threat to Europe”.
“Friedensbewegung is a so-called ‘decentralized network of anti-war, pacifist and anti-militarist initiatives, groups and coalitions’ formed in the 1950s–1980s to oppose NATO policy and the deployment of nuclear weapons, particularly in West Germany”, — the DIU noted.
Notably, the most active participants of Friedensbewegung today are individuals connected with Russian intelligence services.
Among them is Yelena Kolbasnikova, born March 20, 1975. She organized a number of anti-Ukrainian rallies in Cologne and Düsseldorf and openly supports the Putin regime. In 2023, she obtained Russian citizenship.
Also serving the Kremlin’s interests is Kolbasnikova’s partner — Max Schlund (Rostyslav Tesliuk), born April 23, 1985. Closely tied to the so-called Russian “Cossacks”, Schlund helped organize pro-Kremlin rallies in Germany.
In 2024, after searches by German prosecutors of the homes of Schlund and Kolbasnikova on suspicion of illegal weapons storage, both fled to Russia.
Another participant playing a key role in spreading the Kremlin agenda within the Friedensbewegung network is Vyacheslav Zeeswald. This so-called “pro-Russian activist” systematically spreads Moscow’s narratives in Germany and glorifies the criminal policies of Russian dictator Vladimir Putin through his Telegram channel.
Zeeswald maintains contacts with Russian intelligence services and far-right organizations in Europe.
The DIU emphasizes that these three figures and other leading participants of Friedensbewegung use various methods to spread Kremlin narratives.
“Sometimes they camouflage them in the wrapping of so-called ‘peace initiatives’. But in reality, the leitmotif of their activities in Germany and Europe as a whole is whitewashing the image of Russia — the state that committed numerous war crimes in Ukraine — and promoting capitulatory theses about the supposed necessity of fulfilling all of Moscow’s demands for the sake of ‘world peace’”, — the DIU concluded.
