The Ministry of Defense continues transforming into an efficient structure capable of achieving set goals. Today, at a Government meeting, an updated team of Deputy Defense Ministers was appointed.

Oleksii Vyskub was appointed First Deputy Minister of Defense of Ukraine. Since 2019 he had served as First Deputy Minister of Digital Transformation, responsible for development of Diia and government services, process reengineering, and reducing bureaucracy.
Since the start of the full-scale invasion, he has been deeply involved in technological warfare and development of all military projects of the Digital Ministry.
He oversaw implementation of projects such as the Army of Drones, eBaly, Drone Line, drone-assault regiments, creation of UAV-crew echelons, and development of “small” air defense.
“Now, in the MoD team, he will continue to oversee development of key projects needed to achieve wartime objectives”, — Fedorov noted.
Lieutenant General Ivan Havryliuk was appointed Deputy Minister of Defense.
He has extensive experience in military leadership, logistics, and planning. He previously served as First Deputy Minister of Defense, as an adviser to the Commander of Logistics Forces of the Armed Forces, headed the main logistics department, and has decades of practical work in defense. His role is important for strengthening rear processes and providing the front with effective solutions.
Serhii Boiev was appointed Deputy Minister for European Integration. He also has international experience in economics, strategy, and partnership development, worked in leading consulting companies, and dealt with attracting partners to Ukraine’s defense industry.
He joined the Ministry of Defense in 2024 and headed cooperation with international partners. His expertise is crucial for building effective long-term relations with the EU, NATO, and other states, and for securing security assistance and funding.
Remaining in the team are Deputy Minister Lieutenant General Yevhen Moisiuk (responsible for force generation and social support), Lieutenant Colonel Yurii Myronenko (responsible for innovation development for the front), and Oksana Ferchuk (head of digitalization and digital transformation).
