Ministry of Defense Explains Which Servicemembers Must Submit Asset Declarations in 2026
Starting January 1, 2026, a new stage of submitting asset declarations for 2025 began.
The Ministry of Defense of Ukraine reminded which categories of servicemembers must submit annual declarations and who is exempt.
According to the Law of Ukraine “On Prevention of Corruption”, persons authorized to perform functions of the state or local self-government must submit declarations by April 1, 2026, via the official website of the National Agency on Corruption Prevention (NACP).
Which servicemembers must submit declarations
As noted by the MoD, a deferral for submitting declarations currently applies to servicemembers of the Armed Forces of Ukraine.
At the same time, legislation stipulates that certain categories of servicemembers and civil servants within the Ministry of Defense perimeter must submit declarations even under martial law, including:
- ministers and their deputies;
- servicemembers of the Ministry of Defense apparatus (including seconded personnel);
- members of military medical and flight medical commissions (including seconded personnel);
- servicemembers of Territorial Recruitment and Social Support Centers (excluding rank-and-file security unit personnel);
- persons involved in procurement of defense-related goods, works, and services or in quality control thereof.
Who is exempt from submitting declarations
Under the law, for the duration of martial law, the following are exempt from submitting declarations:
- military officials serving under contract (enlisted, NCO, and junior officer ranks);
- mobilized servicemembers, reservists, and conscripted officers;
- employees of the social sphere, healthcare, education, science, culture, and sports (except managers).
