Recently, the Government adopted a resolution under which the DOT Defense Procurement Agency will provide rear-area supplies for the State Special Transport Service of Ukraine.
This was reported by the Ministry of Defense of Ukraine on January 27.
The decision concerns the procurement of food products, clothing and equipment, as well as fuel and lubricants.
According to the approved resolution, the State Special Transport Service will form lists and determine the required volumes of goods and services, while the Agency will assume responsibility for the entire procurement cycle—from pre-contract preparation to the completion of deliveries to the military personnel of the State Special Transport Service.
Procurement financing will be carried out within the current budget of the State Special Transport Service and currently amounts to approximately UAH 2.9 billion per year.
“Transferring the rear-area procurement of the State Special Transport Service to the Agency allows the Service to focus on fulfilling its core tasks. Meanwhile, we take responsibility for systematic and transparent supply within their allocated budget”, — said Arsen Zhumadilov, Director of the DOT Defense Procurement Agency.
Taking into account the specifics of this military formation, at the current stage it has been determined that the Agency will procure food supplies in kits, while clothing and equipment will be procured with regard to the functional and operational characteristics of the State Special Transport Service of Ukraine.
As reported by the Ministry of Defense, all other procurement processes and instructions remain unchanged. In particular, quality control of goods for the State Special Transport Service, as well as for units of the Armed Forces of Ukraine, will be carried out by the Main Directorate of State Quality Assurance.
“This approach will allow the State Special Transport Service to focus on fulfilling its core tasks without spending additional resources on the non-core function of procurement. At the same time, the involvement of the DOT Defense Procurement Agency, as a professional procurement body with established processes and proven results, will ensure systematic, transparent, and efficient supply of rear-area items”, — the Ministry of Defense emphasized.
