Deputy Minister of Defense of Ukraine Serhii Boiev spoke at the OFDEF conference dedicated to coordinating defense support for Ukraine by partner states. In his speech, he outlined the current security situation, Russia’s plans for 2026, and Ukraine’s key defense priorities.
The Ministry of Defense of Ukraine reported this on January 26.
According to Serhii Boiev, since September of last year Russia has intensified offensive actions along the entire frontline and is preparing for further escalation.
At the same time, provided international support is maintained, Russia is unable to achieve any of its operational objectives.
“Together with our partners, we have formed a military strategy that provides for the protection of Ukrainian cities and critical infrastructure, stabilization of the front, strikes on Russian logistics in operational depth, and attacks on the enemy’s strategic facilities”, — Serhii Boiev emphasized.
To implement this strategy in 2026, Ukraine needs $120 billion. Half of this amount — $60 billion — Ukraine plans to secure from its own budget and loans from the European Union. Another $60 billion is expected from partners in the form of security assistance.
Serhii Boiev named air and missile defense systems, missiles for them, Ukrainian-made UAVs, and extended-range artillery ammunition as key priorities for 2026.
Ukraine calls on partners to direct approximately 80% of security assistance specifically to these areas.
Ukraine also urged partners to become more actively involved in the PURL initiative, which remains a key mechanism for supplying modern air defense and strike capabilities.
Summing up his speech, Serhii Boiev stated that strengthening support for Ukraine in 2026 is a necessary condition for deterring Russian aggression and creating the prerequisites for achieving a just and lasting peace.
