President of Ukraine Volodymyr Zelenskyy, in his evening address on January 23, spoke about the work of the Ukrainian delegation at a trilateral meeting between Ukraine, the United States, and Russia in the United Arab Emirates.
The address was published by the Office of the President of Ukraine.
Diplomatic work
The Head of State reported that active diplomatic negotiations are underway. Almost every hour he receives reports from Ukrainian representatives currently in the UAE. Ukrainian, American, and Russian delegations are present there, and a conversation has already taken place.
He noted that such trilateral meeting formats have not occurred for a long time.
“They are discussing parameters for ending the war. Right now, they should at least receive some answers from Russia. The main thing is for Russia to be ready to end this war that it itself started. Ukraine’s positions are clear. I have defined the framework for dialogue for our delegation”, — the President stated.
According to him, the delegation remains in constant contact — Rustem Umerov, Kyrylo Budanov, Davyd Arakhamia, and Serhii Kyslytsia.
“Tomorrow, General Hnatov, Chief of the General Staff, and a representative of the Defense Intelligence, Skibitskyi, will also join the talks. It is still too early to draw conclusions from today’s discussions — we will see how the conversation goes tomorrow and what results there will be. It is necessary that not only Ukraine has the desire to end this war and achieve full security — but that a similar desire somehow emerges in Russia as well”, — the Head of State noted.
Situation at the front and support for the military
The President reported on a briefing by Ukraine’s Minister of Defense Mykhailo Fedorov, during which the nuances of the situation at the front and Ukraine’s technological responses were discussed.
Volodymyr Zelenskyy thanked all units defending Ukrainian positions and significantly strengthening the technological component.
“The level of Russian losses in December — 35,000 — is very serious. We also discussed personnel issues with the minister, not only in the ministry but across branches of the armed forces, including the Air Force. It is good that interaction within the Air Force and analysis of strike circumstances is increasing. Conclusions are very necessary so that the system becomes more effective”, — the President said.
The Head of State instructed that agreements with partners regarding air defense missiles be worked out as quickly and thoroughly as possible. He noted that there was a positive signal yesterday in a conversation with President Trump regarding missiles for Patriot PAC-3 systems.
“Now we need a positive signal here, in Ukraine — real deliveries for our sky defenders. Logistics must be accelerated as much as possible”, — Volodymyr Zelenskyy added.
Energy situation
The President also held a special energy coordination meeting.
“Every day begins in this exact format. Repair teams, emergency services, energy companies, the State Emergency Service of Ukraine — all are working around the clock, and there are results in restoration”, — the President said.
According to him, many buildings in the capital still lack heating. Maximum teams and equipment are being deployed to help people.
“Today we agreed with the Prime Minister and the Minister of Energy on the format of payments and how people will receive them. Every worker involved in emergency restoration work will receive an additional payment of 20,000 hryvnias — for January, February, and March of this year. For each month — 20,000. The government will provide additional details”, — the President noted.
The Head of State thanked all leaders providing necessary assistance.
“There already are and will be additional energy support packages. The European Union, and separately Italy, Germany, Lithuania, the United Kingdom, Poland, Japan, the United States — thank you all who are with us, who are with Ukraine”, — the President concluded.
