In 2025, the Ministry of Defense continued to focus on digitalization as the foundation of systemic changes in the military.

This was stated by Minister of Defense of Ukraine Denys Shmyhal on January 8.

“Paperwork, queues, and manual accounting are gradually becoming a thing of the past. They are being replaced by digital solutions that save time, reduce the burden on people, and allow precise, fast, and transparent decisions based on unified data.

What was achieved over the year:

  • The ‘Impulse’ personnel accounting system was launched — more than 200 military units are already working with accurate and up-to-date data without paper logs.

  • 6 million users of Reserve+: electronic referrals for medical commissions, online fine payments, automatic deferments. Much more transparency and significantly less burden on recruitment centers.

  • Army+ is becoming a daily app for soldiers: 1 million users, 1.3 million electronic reports, tens of thousands of transfers between units, training courses, and a digital defender ID.

  • Resource management to NATO standards: the SAP-based logistics management system has been launched. More than 1,000 units are operating in the system. Supply timelines have been reduced from weeks to days.

  • DOT-Chain Defence: about 300 UAV and EW models from over 100 manufacturers.

    The military chooses what they need; the Defense Procurement Agency handles contracts, payments, and performance control.

  • 83% of units are already working in the Medical Information System without excessive bureaucracy, and 186 units of the Ground Forces, Navy, Air Assault Forces, Special Operations Forces, and Unmanned Systems Forces are using the electronic Primary Medical Record, providing faster and more accurate care to the wounded.

  • All digital systems of the Ministry of Defense are under constant supervision of the Cyber Defense Center.

  • We are creating an IT vertical in the military: up to 5,000 digital specialists and a unified transformation roadmap.

  • The IT coalition of 17 countries has mobilized nearly €800 million for communications, cybersecurity, and digital services.

A soldier of the 82nd Bukovynian Air Assault Brigade with the call sign “Vuyko” spent three months on the front line in Vovchansk.

The interview with the soldier was published on January 8 on the brigade’s channel.

Before the war, “Vuyko” worked as an auto mechanic. Since the beginning of the full-scale invasion, he has been serving in the ranks of the Armed Forces of Ukraine. He speaks simply and with a smile about his combat path and the episodes he went through.

On the eve of the New Year, for participation in numerous assault operations, destruction of the enemy, and demonstrated courage, the paratrooper was awarded the Commander of the Air Assault Forces of the Armed Forces of Ukraine distinction “For the Assault”.
