President Volodymyr Zelenskyy highly praised the results of the meeting between members of the Coalition of the Willing, Ukraine, and the United States held on January 6 in Paris.

“We all emphasized our commitment to a just and lasting peace in Ukraine in accordance with the principles of the UN Charter and welcomed the progress achieved, particularly during discussions among Americans, Ukrainians, Europeans, and other partners.

In particular, the Coalition clearly stated that Ukraine’s ability to defend itself is crucial for ensuring Ukraine’s future security and collective Euro-Atlantic security.

We reaffirmed that ensuring Ukraine’s sovereignty and a lasting peace must be an integral part of any peace agreement, and that any settlement must be underpinned by reliable security guarantees for Ukraine.

We are ready to assume commitments regarding a system of politically and legally binding guarantees that will be activated after a ceasefire comes into force, in addition to bilateral security agreements and in accordance with our respective legal and constitutional procedures”, — Volodymyr Zelenskyy noted.

According to him, the guarantees will include the following components:

  • Participation in the U.S.-proposed ceasefire monitoring and verification mechanism. A system of continuous and reliable ceasefire monitoring will be established, including contributions from members of the Coalition of the Willing. The Coalition will be represented in a Special Commission that will be created to review any violations, determine responsibility, and establish corrective measures.

  • Support for the Armed Forces of Ukraine. The Coalition agreed to continue providing the Armed Forces of Ukraine with critically important long-term military assistance and weapons to ensure their sustained combat capability, as they will remain the first line of defense and deterrence. This will include, but not be limited to: long-term defense packages; support for financing weapons procurement; continued cooperation with Ukraine regarding its state budget to fund the Armed Forces; access to defense stockpiles that can provide rapid additional assistance in the event of a future armed attack; and practical and technical support for Ukraine in building defensive fortifications.

  • Multinational forces for Ukraine, formed through contributions from Coalition member states to support the recovery of the Armed Forces of Ukraine and ensure deterrence. Coordinated military planning has been conducted to prepare measures to ensure security in the air, at sea, and on land, as well as the restoration of the Armed Forces of Ukraine. We confirmed that these measures must be strictly implemented at Ukraine’s request after a reliable cessation of hostilities. These elements will be carried out under European leadership, with the participation of non-European Coalition members and proposed support from the United States.

  • Commitments to provide support to Ukraine to restore peace in the event of a future armed attack by Russia. We agreed to finalize commitments that will define our approach to supporting Ukraine and restoring peace and security in the event of a future armed attack by Russia. These commitments may include the use of military capabilities, intelligence and logistical support, diplomatic initiatives, and the imposition of additional sanctions.

  • Commitments to deepen long-term defense cooperation with Ukraine. We agreed to continue developing and deepening mutually beneficial defense cooperation with Ukraine, including training, joint production in the defense industry—particularly through relevant European instruments—and intelligence cooperation.
