On January 5, 2026, the President of Ukraine signed amendments to the Law “On the Unified State Register of Conscripts, Persons Liable for Military Service, and Reservists”.
The bill was developed by the Verkhovna Rada Committee on National Security, Defense, and Intelligence with the participation of specialists from the General Staff and AFU recruitment centers and was adopted by parliament as a whole on December 16, 2025.
The new law opens access for military recruiters to the “Oberih” registry of conscripts, persons liable for military service, and reservists and will positively affect the development of the military recruitment system, said Deputy Head of the 4th Recruitment Center of the Territorial Defense Forces, Captain Ihor Shvaika.
“The law is the result of the consolidation of efforts of recruiters and specialists of the General Staff of the Armed Forces of Ukraine. The leadership of recruitment centers participated in meetings, discussions, promotion of the bill, and personally explained to Members of Parliament the importance of these changes. After the law is implemented, recruiters will work with the registry, the process of volunteers joining military service will become higher quality and more transparent. As a result, the time required to process personal files of service candidates will be reduced, and the Armed Forces will receive reinforcements faster”, — Ihor Shvaika stated.
For citizens liable for military service, this law is also of great importance: in case of voluntary application to military recruitment centers, visits to territorial recruitment and social support centers become optional. Recruiters accompany candidates through the military medical commission, independently prepare personal files, and organize support from the first application to enrollment in a training center or the selected military unit.
