From January 1, a new stage of defense procurement reform begins, including the launch of a unified procurement agency of the Ministry of Defense of Ukraine.

This was reported by Ukraine’s Minister of Defense Denys Shmyhal.

“All procurements for the Ukrainian Armed Forces — weapons, clothing, equipment, food, fuel and lubricants — will be carried out by the Unified Defense Procurement Agency of the Ministry of Defense of Ukraine. This means a single point of responsibility for the supply sector and the implementation of a comprehensive procurement strategy”, — he wrote.

The Ministry of Defense retains its functions of policy formation and oversight.

Denys Shmyhal said that the supervisory board of the DPA will continue its work, and during January members will be appointed to vacant positions through a competitive process.

“The defense procurement reform has been ongoing since 2023 and has already proven its effectiveness. We moved away from paper bureaucracy and built a modern digital infrastructure in the defense supply system”, — he stated.

According to him, the key achievement is the DOT-Chain system, which made it possible to digitize about 70% of document flow in the supply of weapons and rear services goods. Other important results include advance needs planning and contracting, establishing direct interaction with the military, and organizing systematic work with the market.

“In 2026, the Ministry of Defense’s procurement agency will maintain its strategic course toward digitalization, scaling DOT-Chain, and strengthening the role of the military in decision-making through fast and targeted feedback tools. We continue to build a clear, transparent, and effective defense procurement system”, — Denys Shmyhal assured.
