Digitization in the field of military medical examinations has simplified the work of medical personnel and reduced corruption risks.
This was stated during the national telethon “United News” by Colonel of the Medical Service Dmytro Miroshnychenko, Head of the Commission and Chairman of the Central Military Medical Commission of the Armed Forces of Ukraine.
“The driving force behind the need for change was the full-scale invasion, as it caused critical pressure on the system due to mobilization, a large number of wounded and injured personnel, and so on. Of course, a field such as military medical examination could not remain without digitization, because in our country these processes are developing in all areas of life” , — Dmytro Miroshnychenko said.
The digitization of military medical commissions is a joint effort of the Ministry of Defense of Ukraine and the Medical Forces Command of the Armed Forces of Ukraine. In particular, the Ministry of Defense worked on the development and implementation of electronic referrals in the Reserve+ application and initiated the necessary regulatory and legal changes. Significant work was also carried out by executors responsible for training and oversight.
“There were difficulties in implementing electronic referrals, as the system has its own interface and this is a fairly new technical component for doctors. However, we conducted a testing period. All technical issues were resolved by technical teams. All problems were overcome, and the system is functioning effectively”, — Dmytro Miroshnychenko noted.
According to him, digitization has simplified the work of military medical commissions because all actions in the system leave a digital footprint. Accordingly, there is an opportunity to monitor processes online, make decisions, exercise control, and conduct training.
Currently, digital referrals for military medical commissions have already been created for conscripts, and 99% of military medical commission rulings for all categories of citizens have been digitized.
Digitization has also significantly reduced corruption risks — thanks to a clear digital footprint left by doctors and medical personnel in documents, it has become easier to control their work. All manipulations involving deletion or modification of documents can be verified and responded to promptly.
“Cases of falsification do occur; I associate them with an insufficient number of digital safeguards that would grant a unique status to a particular document and make abuse impossible. Work in this direction is also underway, and, of course, law enforcement agencies are assisting”, — Dmytro Miroshnychenko added.
