The Ministry of Defense of Ukraine has approved the concept of digital accounting and monitoring of fuel consumption and quality.
This was reported by the Ministry of Defense of Ukraine on December 27.
“This is a step toward максимально transparent and controlled provision of the Armed Forces, as well as the implementation of the National Anti-Corruption Program”, — the statement said.
It is noted that the initiator of the concept was the Logistics Forces Command of the Armed Forces of Ukraine. The document primarily defines how fuel stock control at supply centers should operate.
“We are starting with the concept, and then step by step we will implement full digital accounting and monitoring of fuel — one of the key resources for the Armed Forces”, — said Minister of Defense of Ukraine Denys Shmyhal.
The Ministry of Defense reported that fuel storage and transfer tanks will gradually be equipped with special sensors integrated into the digital accounting system. The sensors will automatically measure fuel levels and transmit data to supply services.
Fuel accounting is already conducted in a digital system based on SAP — a modern resource management program used by the armies of 90% of NATO countries.
“However, to reconcile accounting data with actual stocks, on-site inspections and manual measurements were previously required. This took time and created risks of errors or abuse, especially given the large volumes of fuel at storage bases”, — the Ministry explained.
The sensors will make it possible to see the real picture online immediately. If shortages or abnormal losses occur, they can be quickly identified and addressed.
The need for paper logs and daily manual measurements will also disappear. Control will become automatic and continuous.
The next stage will be the introduction of digital tools for automatic calculation of fuel requirements.
“The system knows how much fuel there is, how it is consumed, and how often it is replenished. This will later make it possible to forecast needs and replenish stocks in a timely manner. This is exactly how modern retail operates worldwide”, — commented Oksana Ferchuk, Deputy Minister of Defense of Ukraine for Digital Development, Digital Transformations, and Digitalization.
