On January 1, 2026, the Law of Ukraine “On Amendments to Article 11 of the Law of Ukraine ‘On Military Duty and Military Service’ Regarding the Military Training of Citizens of Ukraine Under the Program for Training Reserve Medical Service Officers” (№. 4538-IX) enters into force.

This was reported on the website of the Verkhovna Rada of Ukraine.

According to the Law, military training under the reserve officer training program on a voluntary basis is undertaken by citizens of Ukraine who have or are obtaining a higher education degree of at least a bachelor’s level, are fit for military service by health status, and have passed professional and psychological selection.

Such training is mandatory for citizens of Ukraine who are pursuing higher education in medical and pharmaceutical specialties, are fit for military service by health status, and have passed professional and psychological selection.

Higher education institutions of all forms of ownership and subordination that are licensed to provide educational activities in medical and pharmaceutical specialties are required to ensure that students undergo military training under the reserve officer training program.

As reported by the Verkhovna Rada, thanks to the Law, the state’s need for military medical personnel will be met.

Its implementation will have a significant positive impact on the key rights and interests of servicemen who receive medical care at the pre-hospital, hospital, and post-hospital (rehabilitation) stages.

It will also contribute to improving the quality, timeliness, and completeness of medical care during a special period in medical units of the Armed Forces of Ukraine and other military formations, healthcare institutions of the Ministry of Defense of Ukraine system, and other security ministries and agencies.
