Ukraine has prepared a basic package of documents on security guarantees and post-war recovery of the state, developed jointly with European partners and the United States of America.
President Volodymyr Zelenskyy stated this while commenting on the progress of the negotiation process and the results of the work of the Ukrainian negotiating team.
Security guarantees: Framework and bilateral documents
According to the Head of State, the foundation consists of a 20-point plan that formed a framework security guarantees document between Ukraine, European countries, and the United States. In parallel, a separate bilateral document between Ukraine and the United States has been prepared, providing for legally binding security guarantees.
These guarantees are to be considered by the U.S. Congress, while some annexes and technical details will remain classified. The President emphasized that the key difference of this approach is legal obligations, unlike the Budapest Memorandum or the Minsk agreements.
Three levels of security guarantees for Ukraine
The President outlined the multi-level security architecture currently being developed by Ukraine.
The first guarantee is the Armed Forces of Ukraine.
This refers to an army of 800,000 personnel, which requires stable funding, a contract-based system, and modern weapons. Ukraine is ready to provide basic funding but needs additional support from partners.
The second guarantee is membership in the European Union.
The President stressed that this primarily means economic security guarantees, access to markets, as well as EU military instruments — including the SAFE program and other mechanisms opened by membership.
The third guarantee is the “Coalition of the Willing.”
This involves a format of participation by about 30 countries that will ensure Ukraine’s security in the air, on land, and at sea. Elements of this guarantee include air defense, aviation, intelligence, and other deterrence components. Some states will focus on energy, financial, and humanitarian security — taking into account their constitutional limitations.
Negotiation process and positions of the parties
Volodymyr Zelenskyy reported that the Ukrainian negotiating team is returning from Miami, after which he will receive detailed briefings. At the same time, the American side continues negotiations with representatives of russia and is to provide feedback to Ukraine.
The President emphasized: the basic package of documents is ready, but there are positions Ukraine is not ready to agree to — just as the russian side has its own limitations.
Post-War recovery
In parallel, the first draft of an agreement on Ukraine’s recovery is being developed, which will define the state’s economic strategy after the end of the war. According to the President, this document is part of the overall package and already has a basic structure.
“The basic block of all documents is ready. There are things we are not ready for. There are things the ‘russkiye’ are certainly not ready for. But we are very close to a real result”, — Volodymyr Zelenskyy summarized.
