Air Defense, drones, and artillery: Denys Shmyhal reports key partner decisions within the Ramstein Format

Minister of Defense Denys Shmyhal reported on important long-term support commitments Ukraine received from partners during the Ramstein-format meeting.

This was stated in his message on December 16.

“In 2025, partners committed to direct nearly $5 billion to Ukrainian defense production and another approximately $5 billion to the procurement of U.S.-made weapons for Ukraine. Both figures are record-breaking, and we aim to maintain this momentum in 2026”, — he wrote.

According to him, during today’s Ramstein-format meeting, Ukraine received the following key commitments from partners:

    1. Germany

      €11.5 billion in 2026 to support Ukraine’s defense. Focus: air defense, UAVs, artillery ammunition.

      Ukraine has already received new Patriot and IRIS-T systems.

    2. United Kingdom

      £600 million in 2025 to strengthen Ukraine’s air defense capabilities, funded through frozen Russian assets, partner contributions, and the UK’s national budget.

    3. Canada

      • an additional CAD 30 million for Ukrainian drones;

      • AIM-9 missiles;

      • deliveries of electro-optical sensors and other military assistance.

    4. Netherlands

      €700 million for UAVs, including €400 million for Ukrainian-made systems.

    5. Montenegro

      Preparing a contribution to PURL and the NSATU fund in support of Ukraine.

    6. Denmark

      • a new contribution to PURL focused on Ukraine’s aviation capabilities;

      • transfer of the 29th support package worth €250 million — drones, air defense, and support for Ukrainian aviation.

  • Estonia

    • continued support at no less than 0.25% of GDP (€142 million);

    • a €9 million contribution to the IT Coalition.

  1. Latvia

    Continued support at no less than 0.25% of GDP (€110 million), with a focus on UAVs, electronic warfare, and PURL.

  2. Lithuania

    €220 million in 2026 for military support to Ukraine at no less than 0.25% of GDP, including contributions to PURL, the Patriot program for Ukraine, the “Czech Initiative,” and the Demining Coalition.

  3. Luxembourg

    • €100 million in 2026 in support of Ukraine;

    • a second contribution of €15 million to PURL.

  4. New Zealand

    $15 million allocated to PURL.

  5. Norway

    • approximately $7 billion in total military assistance in 2026;

    • contributions to support U.S. air defense systems and the “Czech Initiative.”

  6. Poland

    • deliveries of 155 mm artillery shells;

    • implementation of joint projects with Ukraine within the SAFE framework.

  7. Portugal

    • contribution to the “Czech Initiative”;

    • €10 million for UAVs.

  8. Czech Republic

    Under the “Czech Initiative,” funding has already been provided for the delivery of 760,000 artillery shells for 2026.

“Thank you to our partners for these contributions, which save lives, strengthen all of Europe, and bring true peace closer”, — Denys Shmyhal concluded.
