The Ministry of Defense of Ukraine will soon transfer to the Ministry of Economic Development and Trade of Ukraine the powers related to the formulation and implementation of state industrial policy.

According to the decision of the Minister of Defense of Ukraine, this issue no longer falls within the competence of the Department of Strategic Industrial Sectors of the Ministry of Defense.
In addition, the Ministry of Economic Development and Trade of Ukraine has developed — and the Cabinet of Ministers of Ukraine has already adopted — Resolution No. 1425 of 5 November 2025, “On Amendments to Certain Resolutions of the Cabinet of Ministers of Ukraine Regarding Specific Issues of Industrial Production”.
Thus, a significant portion of the powers related to the formulation and implementation of state industrial policy is already being carried out in practice by the Ministry of Economy.
Therefore, the Ministry of Defense has initiated amendments to the Cabinet of Ministers of Ukraine Resolution No. 671 of 26 November 2014 (as amended on 21 July 2025, No. 905), which will formalize the transfer to the Ministry of Economy of part of the powers received after the Ministry of Strategic Industries was merged into the defense ministry.
Accordingly, in line with the established priorities, the main task of the relevant Department of the Ministry of Defense will remain the formulation and implementation of state military-industrial policy, including state policy in the field of the defense-industrial complex and the expansion of domestic production of Ukrainian-made weapons and military equipment by defense industry enterprises.
