In his address, the President of Ukraine announced plans to strengthen sanctions pressure on the aggressor, deepen diplomatic ties with countries that once suffered from Russian aggression, and spoke about the situation on the front line.
The Head of State published his address on social media.
Ukraine continues its sanctions work — new sanctions are being prepared, particularly against targets within Russia’s military industry and propaganda networks.
“Step by step, we must block all Russian entities working for the war from having any contact with the world. The decrees — soon. We are also synchronizing the EU’s 19th package of sanctions within the Ukrainian jurisdiction, and it is important that our diplomats and all representatives of Ukraine work more actively in European countries outside the EU so that they also adopt the common European sanctions”, — the President stated.
Ukraine highly values that Switzerland, Norway, and other European nations have, over the years, supported the joint European pressure to stop the war.
“Preparations for the EU’s 20th sanctions package have already begun — and not only the European Union will be taking new steps”, — Volodymyr Zelensky announced.
The President expects a detailed intelligence report on the impact of the U.S. decision to impose sanctions against Russian oil companies. Preliminary data are quite optimistic — the impact is significant.
“We are verifying the details, and every scheme that Russia still uses must be blocked. This signal must be understood correctly around the world — Russia must end its war; otherwise, Russian oil exports must end”, — the Head of State emphasized.
The President thanked all partners who are effectively pressuring the aggressor — tangibly and in areas that truly hurt the Putin regime.
The Head of State instructed the Minister of Foreign Affairs of Ukraine to focus on countries that were once destabilized by Russia — those that experienced wars, interference, and are still in internal conflicts or going through difficult times.
“Our programs, such as Grain from Ukraine, have already helped many, and we must continue active foreign humanitarian policy, particularly in the field of food security — this is natural for us, for Ukraine. We are preparing corresponding measures for November”, — Volodymyr Zelensky said.
Today, the President held detailed discussions with the Prime Minister of Ukraine, other government officials, and the head of Ukrzaliznytsia (Ukrainian Railways) regarding support for the railway sector and the company’s operations.
The railway provides millions of Ukrainians and the national economy with essential resilience.
“I want to thank all our Ukrainian railway workers, all the thousands of men and women who work on the railways — you truly serve Ukraine. I am deeply grateful to you. The company will continue to develop”, — Volodymyr Zelensky said in his address.
The President also held detailed discussions with the Commander-in-Chief and the Chief of the General Staff regarding the situation on the front — across all directions.
According to the Head of State, the situation is currently most difficult in the Pokrovsk direction, where, as in previous weeks, combat intensity remains the highest and Russian troop concentrations are the strongest.
“The occupiers are trying by all means to fortify their positions. Every eliminated occupier there is a result for our entire state. The situation in Kupiansk remains challenging, but in recent days, our forces have gained more control — we continue to defend our positions”, — the Head of State reported.
Dozens of assault actions occur daily in the Oleksandrivka direction. The President thanked every Ukrainian unit for its resilience.
Detailed planning of long-range operations was also carried out.
“There is only one scenario — to force Russia to end this war in the way that is possible and effective. This means global sanctions, our long-range capabilities, recovery after Russian strikes, coordination with our partners, and, most importantly, support for our army — for all components of Ukraine’s Defense and Security Forces. Because Ukraine stands where its positions are strong. I thank everyone who fights for Ukraine, who works for its defense, for our state, and for all our people. I thank everyone who helps us”, — Volodymyr Zelensky concluded.
