Denys Shmyhal leaves office as Minister of Defense of Ukraine: Key areas of work over six months

Denys Shmyhal has today left the post of Minister of Defense of Ukraine. The decision on his dismissal was voted by the Verkhovna Rada of Ukraine.

Denys Shmyhal outlined the key priorities of the ministry during his tenure.

“Six months ago, I had the honor of heading the Ministry of Defense of Ukraine. At that time, I clearly defined the key priorities for the ministry”, — he wrote.

People

  • The Ministry of Defense developed new contracts for all servicemembers. The decision now lies with Parliament.

  • In 2025, direct funding for combat units was increased 30-fold.

  • Thousands of strongpoints, thousands of kilometers of anti-tank ditches and obstacles were built. The BASTION project was launched.

  • The institution of the Military Ombudsman became fully operational.

Weapons

  • Within centralized procurement, 76% of weapons are purchased from Ukrainian manufacturers.

  • Over the past six months, 2.2 million drones of various types were delivered to the military. In particular, 1,500 interceptor drones are supplied daily.

  • 225,000 UAVs and other weapons have already been delivered to the front via DOT-Chain Defence. Delivery times now average 6–10 days.

  • In 2025, more than 1,300 new models of Ukrainian-made weapons and equipment were approved for use.

  • Ukroboronprom increased production by 1.5 times by the end of 2025.

  • A special legal regime, Defence City, became operational.

System

  • Ukraine’s unique DELTA system became mandatory for the entire Armed Forces.

  • Starting in early 2026, all procurement for the Armed Forces is carried out by a single Defense Procurement Agency.

  • One thousand military units, warehouses, and bases maintain resource accounting in SAP.

  • The “Budget” system was launched for accurate, transparent, and оперативe management of budget resources of the Ministry of Defense and the Armed Forces.

  • Over 80% of units work with the Medical Information System.

  • The process of creating an IT vertical within the military was launched, with 5,000 digital personnel planned.

  • Modernization of the Army+ ecosystem continued.

  • Since September, TCC representatives have been required to use body cameras.
