SSU issues in absentia charges against Russian officer who ordered ‘Kinzhal’ strikes on Ukraine’s energy sector

The Security Service of Ukraine has collected new evidence confirming that Russian forces deliberately and systematically destroy civilian infrastructure of Ukraine using missiles and strike UAVs.

During comprehensive investigative actions, one of Russia’s key military commanders involved in these crimes was identified — Colonel Oleksii Yamakidi, former commander of the 44th Separate Special-Purpose Aviation Regiment of Russia’s Long-Range Aviation of the Air Force (profile in the “Book of Executioners”).

The SSU documented new episodes of attacks during which Yamakidi personally ordered the use of 9-S-7760 “Kinzhal” hypersonic aeroballistic missile systems against Ukraine’s energy infrastructure.

In this way, the occupiers attempted to destroy electricity and heat generation in order to leave Ukrainians without light and heating during the winter period.

Based on the collected evidence, SSU investigators notified Oleksii Yamakidi of new charges in absentia under Part 2 of Article 28 and Part 1 of Article 438, as well as Part 2 of Article 28 and Part 2 of Article 438 of the Criminal Code of Ukraine — war crimes committed by prior conspiracy by a group of persons that resulted in loss of life.

It is worth noting that in the summer of 2025, this Russian officer had already received suspicion from the SSU for other missile strike episodes against Ukraine.

Comprehensive measures are currently ongoing to bring the war criminal to justice. Everyone who gave criminal orders will be found and punished.

The investigation is being conducted by the Security Service of Ukraine jointly with the National Police under the procedural supervision of the Office of the Prosecutor General of Ukraine.
