The Ministry of Defense of Ukraine has explained the procedure for paying financial allowances for December 2025.
This was stated in a Ministry of Defense announcement on January 9.
According to the Department of Social Support of the MoD, the partial payment of allowances at the end of December 2025 was due to the specifics of closing the budget year.
This decision was made to ensure stable financing and does not constitute a violation of the law.
“All funds comprising the remaining portion of the financial allowance for December 2025 will be paid to servicemen in full in January 2026”, — the Ministry stated.
As of January 7, the necessary financial resources had already been transferred to lower-level budget managers (military units) to carry out the payments.
“According to the decision of the Minister of Defense of Ukraine No. 38/ud dated January 6, 2026, financial allowances are paid by the 20th of each month; if funds arrive later, payments are made within three days of receipt”, — the statement said.
