The Ministry of Defense of Ukraine launched the first-ever public consultations on changes to the country’s defense policy, considering prolonged war, technological confrontation, and attrition warfare.

The “Green Book: Strategic Directions, Challenges, and New Defense Architecture” was published for public discussion.

“The goal of the Green Book is to create a shared vision of key challenges and design a forward-looking defense model capable of ensuring state resilience and deterring an aggressor with significantly greater resources. Ukraine’s response should be a shift to an integrated defense system using network-centric interaction, technological adaptability, and ‘war of intellects’ to offset the enemy’s numerical superiority”, — said Defense Minister Denys Shmyhal.

The document presents strategic dilemmas, not directives, and invites proposals from military, managers, industry representatives, scientists, and experts. The results will form the basis of the “White Defense Book” with specific action plans, legal changes, and a model of Ukraine’s Defense Forces.
