Deputy Head of the Office of the President Ihor Zhovkva held a meeting with the directors of the Eastern Europe departments of the foreign ministries of the Nordic-Baltic region countries responsible for shaping policy on Ukraine.

Representatives of the Nordic-Baltic Eight countries — Denmark, Norway, Finland, Iceland, Sweden, Estonia, Latvia, and Lithuania — took part in the discussion. The parties addressed military and political support for Ukraine, as well as coordination of efforts to achieve a just peace.
Ihor Zhovkva thanked NB8 partners for their consistent support for Ukraine on international platforms and noted that the countries of this region have made the largest combined contribution within the PURL initiative. The total amount of confirmed financial commitments of the participating states is 1.55 billion USD, formed through several packages. By the end of the year, an additional 800 million USD must be contributed to ensure funding for new defence packages for Ukraine.
Special attention was given to sanctions pressure on Russia, particularly in the area of countering the shadow fleet. The Deputy Head of the President’s Office noted that last year Russia transported more than 60% of its maritime oil exports thanks to the shadow tanker fleet. It is important to expand sanctions against captains, crew members, and vessel owners to prevent circumvention of restrictions and reduce the Russian Federation’s ability to finance its aggression.
The parties also coordinated their positions ahead of the European Council meeting and before Cyprus assumes the presidency of the Council of the European Union in the first half of 2026.
“Ukraine is fully carrying out its homework on the path to European integration. We are ready for the next steps in opening the negotiation clusters and count on continued unity and support from the EU member states”, — Ihor Zhovkva emphasized.
