In Q1, Ukraine will receive access to €140 million in loan financing and €21 million in the form of an investment grant from the EU for projects supporting dual-use technologies.
This was announced by Hanna Hvozdiar, Adviser to the Minister of Defense of Ukraine, following the Technical Meeting within the Ukraine Investment Framework with the participation of the Government of Ukraine, DG ENEST, and partner financial institutions.
During the meeting, the key parameters of the mechanism, financial scope, and the necessary intergovernmental agreements were agreed upon.
Support tools for Ukraine were also discussed during the roundtable “Being Ready to Support a Strong Partnership with Ukraine”, with representatives of the EU and NATO. The event focused on developing solutions for Ukraine’s long-term resilience and strengthening Europe’s defense capabilities.
In her speech, Hanna Hvozdiar emphasized that Ukraine has recently transitioned from emergency responses to systematic strengthening of its defense capabilities.
According to her, Ukraine managed to make a key shift—from complete dependence on external supplies to developing its own defense-industrial potential in partnership with allies. The SAFE, EDIP, Build in Ukraine, Build with Ukraine, and “Danish model” programs played an important role as a practical foundation for joint production projects.
Special attention was given to security challenges and strengthening cooperation during meetings with the EU High Representative for Foreign Affairs and Security Policy, Kaja Kallas, representatives of EU institutions, and heads of major European defense companies.
The parties discussed Ukraine’s role as a partner with unique experience in rapidly scaling defense industry production during wartime.
The practical implementation of the agreements was the topic of a separate meeting with Benedikta von Seherr-Thoss, Managing Director for Peace, Security and Defence of the European External Action Service.
They discussed coordination of EU defense initiatives, support for the development of the Ukrainian defense-industrial complex, and the implementation of the Ukraine Support Loan approved by EU member-state leaders in December 2025.
During the visit, Hanna Hvozdiar also held a meeting with Camille Sultan Grand, Secretary General of the AeroSpace and Defence Industries Association of Europe (ASD), and the association’s President Mikael Johansson.
The parties agreed to create a joint platform to deepen interaction and practical cooperation between the defense industries of Ukraine and the EU.
It was also agreed to hold a separate joint meeting in the near future dedicated to launching and developing this cooperation format.
