Ministry of Defense briefs International partners on the State of Digital Accounting of Defense Resources

The Ministry of Defense of Ukraine held a meeting with military attachés of NATO member states and other partner countries, during which it presented the current state of digitalization of defense resource accounting within the Ukrainian Armed Forces, as well as key priorities of digital transformation and development plans.

The Ministry of Defense of Ukraine organized a meeting with military attachés of NATO states and other partner countries, during which it briefed them on the current state of digitalization of defense resource accounting in the Armed Forces of Ukraine. The main directions of digital transformation and further development plans were also presented.

The event was opened by First Deputy Minister of Defense of Ukraine Lieutenant General Ivan Havryliuk. He expressed gratitude to international partners for their assistance from the first days of the full-scale invasion by the Russian Federation and praised the work of the Ministry of Defense team responsible for digital transformation.

“Openness and transparency are key factors of trust and effective cooperation with partners. And the fundamental principle of building effective logistics is maximum digitalization of processes and control. That is why the Ministry of Defense is actively implementing digital solutions in logistics. This ensures transparency in the accounting of defense resources of the Armed Forces and accelerates the provision of supplies to meet the needs of our units”, — he added.

During the meeting, representatives of the Ministry of Defense demonstrated to partners how the digital accounting system functions, including for international military assistance — from the moment it arrives to its distribution and use in military units. Participants were able to see how digital tools ensure transparency, orderliness, and efficiency of logistics processes amid a full-scale war.

“We are building a system in which every defense resource — from equipment to spare parts and personal gear — has a clear digital footprint. The result is effective resource management, prompt provision of supplies to the military, and full transparency to the country and our partners”, — emphasized Oksana Ferchuk, Deputy Minister of Defense of Ukraine for Digital Development, Digital Transformation, and Digitalization.

“For Germany, as one of the largest donors of military assistance, it is critically important to see that Ukraine ensures transparency in accounting. This event gave us a clear understanding of the process that each piece of equipment goes through — from the donor country to the end user. Ukraine demonstrates significant progress in digitalization, and in this respect we, as partners, have much to learn from it. We highly value the openness of the Ministry of Defense of Ukraine and its willingness to share experience”, — commented Brigadier General Joachim Franz Kaschke, Head of the Special Staff for Ukraine at the German Federal Ministry of Defense.

Special attention during the meeting was paid to the overall priorities of digitalization of the Armed Forces — from updating the procurement system and developing modern IT infrastructure to creating a unified digital environment for resource management. Participants were also presented with the current status and next steps in the development of the IT Coalition — an association of 17 partner states supporting the Armed Forces of Ukraine and the Ministry of Defense in the fields of IT, communications, and cybersecurity. The IT Coalition is the key platform for coordinating international assistance to digital defense projects.

Currently, nearly 1,000 military units are already using digital accounting based on the SAP system — a resource management platform used by more than 90% of NATO member states’ armed forces. This has reduced the processing time for unit requests from weeks to just a few days. The system allows tracking the movement of resources down to the serial number level and automatically generates reports for the state and partners.

The reform is long-term in nature: throughout 2026, the Ministry of Defense plans to completely abandon paper-based logistics documentation and fully transition to a digital accounting format. This will enable even faster decision-making and more efficient use of resources in the Armed Forces.
