President announces active talks in Berlin and new sanctions against Russia’s “Shadow Fleet”

President of Ukraine Volodymyr Zelenskyy announced preparations for key international meetings in Berlin, new sanctions against Russia’s “shadow fleet”, the consequences of Russian strikes, and the return of Ukrainians from abroad.

The Head of State said this in his address published on social media.

Talks with the United States and Europe

President of Ukraine Volodymyr Zelenskyy stated that preparations are underway for a series of meetings with the U.S. side and European partners, which will take place in Berlin in the coming days.

“We are now preparing for meetings with the American side and our European friends in the coming days. Berlin — there will be many events”, — Zelenskyy said.

Security guarantees and reports from the negotiating team

The Head of State reported that a briefing is expected from Rustem Umerov and the Ukrainian negotiating team regarding contacts that have already taken place.

“There will be a report from Umerov and our negotiating team on their contacts that have already occurred”, — the President noted.

According to him, General Andrii Hnatov, together with representatives of the defense and security sector, will work on the details of future security guarantees for Ukraine.

Contacts with Trump’s team and EU leaders

The President confirmed planned meetings with representatives of U.S. President Donald Trump and European leaders.

“I will have meetings with representatives of President Trump; there will also be meetings with our European partners, with many leaders regarding the foundation of peace”, — he stated.

“The chance is significant”: on prospects for peace

Zelenskyy stressed that there is currently a real opportunity to reach a political agreement to end the war.

“The chance is significant now. And this is important for every one of our cities, for every Ukrainian community”, — the President said.

He emphasized that peace must be dignified and accompanied by clear security guarantees.

“We are working to ensure that peace for Ukraine is dignified and that there are guarantees — first and foremost that Russia will not return to Ukraine with a third invasion”, — Zelenskyy stated.

Consequences of strikes on Odesa and attack on a civilian vessel

The President reported on restoration work in Odesa following Russian strikes.

“It is not easy, but all necessary forces are involved”, — he said, adding that the government has been instructed to accelerate repairs and the delivery of equipment.

Separately, Zelenskyy commented on Russia’s attack on a civilian vessel in the Black Sea.

“Today there was also a Russian strike on another civilian vessel in the Black Sea — in fact, it was a strike on food security”, — the President emphasized.

“Striking such vessels, which have nothing to do with the war, is a direct challenge by Russia to the entire world”, — he added.

Sanctions against Russia’s “Shadow Fleet”

Ukraine has adopted a new sanctions decision against Russian tankers and vessels that support the war.

“These are vessels that earn money for Putin so that he can kill people and drag out diplomacy”, — Zelenskyy stated.

According to him, the sanctions will be extended to other jurisdictions.

“Sanctions will definitely be extended in other jurisdictions — we have agreements on this with our partners”, — the President said.

Return of Ukrainians and preparation of new exchanges 

The Head of State reported the return of five Ukrainian civilians from Belarus as part of an operation by the Main Intelligence Directorate.

“These are our civilian citizens”, — Zelenskyy emphasized.

He also confirmed the release of Belarusian political prisoners and a personal conversation with Maria Kolesnikova.

“I spoke with Maria today — I am glad that people are finally free”, — the President said.

Separately, Zelenskyy stressed the need to intensify efforts on exchanges with Russia.

“Ukrainian military personnel and civilians must return home from Russian captivity”, — he stated.
