In December 2023, Ukraine and its partners announced the creation of the Naval Capabilities Coalition — a United Kingdom and Norway–led initiative aimed at restoring, rearming, and developing the Ukrainian Navy.
This was reported by Commander of the Ukrainian Navy, Vice Admiral Oleksii Neizhpapa.
Today, two years after its establishment, the Coalition unites more than 20 nations that are systematically helping Ukraine develop as a modern maritime state.

Despite significant progress, much work lies ahead: Russia continues its aggression not only in the Black Sea, so Ukraine’s priority is resilience, mobility, and staying ahead of threats.
