In December 2023, Ukraine and its partners announced the creation of the Naval Capabilities Coalition — a United Kingdom and Norway–led initiative aimed at restoring, rearming, and developing the Ukrainian Navy.
This was reported by Commander of the Ukrainian Navy, Vice Admiral Oleksii Neizhpapa.
Today, two years after its establishment, the Coalition unites more than 20 nations that are systematically helping Ukraine develop as a modern maritime state.
Ships, boats, strike and mine countermeasures: what Ukraine has already received
Thanks to support from its partners, the Ukrainian Navy has significantly strengthened its fleet and combat capabilities. The Coalition has helped Ukraine to:
- receive ships and boats of various classes;
- enhance its maritime strike capabilities;
- develop mine countermeasure capabilities;
- reinforce the amphibious component of the Marine Corps;
- deploy systematic personnel training based on new standards.
This has enabled the Ukrainian fleet to operate with far greater confidence and effectiveness in the Black Sea despite ongoing Russian aggression.
A partnership that works
In his statement, Vice Admiral Neizhpapa emphasized:
“This is a partnership you can rely on. The clear stance of the participating states and their practical actions strengthen our ability to operate coherently and confidently”.
Challenges ahead
Despite significant progress, much work lies ahead: Russia continues its aggression not only in the Black Sea, so Ukraine’s priority is resilience, mobility, and staying ahead of threats.
“The sea is a route — a route that must remain open and safe for everyone”, — the Navy Commander stressed.
