JATEC participates in developing NATO’s strategic policy toward Russia — General Staff of the Armed Forces of Ukraine

Representatives of the NATO–Ukraine Joint Analysis, Training and Education Centre (JATEC) took part in the Red Hyena 45 military-strategic game, which helped develop elements of NATO’s long-term policy toward Russia.

This was reported on December 9 by the General Staff of the Armed Forces of Ukraine.

The exercise took place at the UK Ministry of Defence’s Defence Experimentation and Wargaming Hub and is part of a series of military-strategic games conducted by NATO’s Allied Command Transformation.

Their goal is to implement NATO’s military strategic deterrence policy following the 2024 and 2025 Alliance summits, which identified the Russian Federation as a long-term threat to Euro-Atlantic security.

Around 80 participants from NATO countries, Ukraine, and Indo-Pacific states worked on developing strategic policy recommendations for NATO regarding Russia, assessing the implications of the evolving China–Russia relationship, and using Ukraine’s experience to enhance the Alliance’s innovative capabilities.

“Participation of the Ukrainian JATEC delegation made it possible to integrate the lessons of Russia’s war against Ukraine into the game scenario”, — said Colonel Valeriy Vyshnivskyi, Senior National Representative of Ukraine and JATEC Director of Program Implementation, following the exercise.

He noted that an important component of the game was the use of artificial intelligence to generate scenarios, validate decisions, and forecast outcomes.

A distinctive feature of JATEC’s involvement was that its representatives participated on both teams engaged in the game.

Ukrainian representatives also debunked Russian disinformation messages during official and informal discussions.

Based on the results of the exercise, NATO countries and their partners underscored the need to develop proactive strategies that would create challenges for the adversary.
