The Security Service of Ukraine has collected the necessary evidence confirming that Russian strikes on Ukraine’s energy sector constitute a consistent Kremlin policy aimed at destroying the Ukrainian people and bear the hallmarks of crimes against humanity.
This was reported by the Security Service of Ukraine on January 15.
Since the beginning of the current heating season, the SSU has documented 256 Russian air attacks on energy facilities and heat supply systems across Ukraine.
In particular, since early October 2025 to the present day, the occupiers have deliberately attacked 11 hydropower plants and 45 of the country’s largest thermal power plants.
“In addition, the Rashists carried out 49 targeted air strikes on thermal power plants and 151 strikes on electrical substations in various regions of Ukraine. Each of the above-mentioned attacks was of a combined nature and carried out using dozens of Russian drones and missiles”, —the statement said.
According to case materials, the highest number of strikes targeted thermal and electrical generation facilities in Kyiv and Kyiv region, Kharkiv, Odesa, Dnipropetrovsk, Sumy, Mykolaiv, and Chernihiv regions.
It has been documented that Russia attacked Ukraine’s critical infrastructure using Iskander, Kalibr, Kh-101, and Kh-69 ballistic and cruise missiles, as well as Geran-type drones.
“Such strikes during periods of severe cold led to large-scale power and heat outages, as well as disruptions to water supply in the homes of millions of civilian Ukrainians”, — the SSU noted.
The Security Service qualifies Russia’s systematic destruction of Ukraine’s energy system as crimes against humanity (Article 442-1 of the Criminal Code of Ukraine), as this constitutes the deliberate creation of living conditions aimed at destroying part of the population.
“One of the features of this article is that it defines this category of shelling as crimes of an international character, for which severe liability is предусмотрена both in Ukrainian and foreign courts”, — the SSU added.
