Work is also underway to create a hotline of the Military Ombudsman’s Office with a short number and the ability to submit complaints via messengers and the Army+ mobile application.
Complaints may be submitted to the Military Ombudsman by servicemen themselves as well as by persons authorized by law.
Based on the results of complaint reviews, the Military Ombudsman or deputies will have the right to назначити inspections. Grounds for inspections may also include appeals by Members of Parliament, media reports, or other information, including information received confidentially.
It should be recalled that in September 2025, the President of Ukraine signed the Law “On the Military Ombudsman”, which provides for the introduction of this position to ensure civilian oversight of the observance of rights of servicemen, reservists, and other persons involved in defense.
The Office of the Military Ombudsman was also created as an auxiliary body under the President of Ukraine. In October 2025, Olha Reshetylova was appointed as Military Ombudsman.
The Military Ombudsman has the right to request and receive necessary information, including restricted data, and is obliged not to disclose information about the applicant’s private life without consent.
The Military Ombudsman must annually submit a report on activities to the President of Ukraine and the Verkhovna Rada of Ukraine by March 30 of the following year. The report will be public (except for information with restricted access) on the official website of the Military Ombudsman.
