By December 31, 2025, the Ministry of Defense of Ukraine will complete the transition of the defense product quality assurance system from an outdated Soviet-era model to a modern European one.
This was reported by the Ministry of Defense on December 30.
It is noted that manufacturers will be responsible for product quality, while the state will be responsible solely for quality assurance. The Main Directorate of State Quality Assurance has already been established and is fully operational.
“By the end of the year, the transfer of control functions from the military representative offices of the Ministry of Defense of Ukraine (MR MOD) to the territorial offices of state quality assurance (TO SQA) will be completed”, — the Ministry of Defense stated.
The system of military representative offices of the MOD was created during the Soviet period and remained virtually unchanged for decades. It formed a flawed model of responsibility, in which manufacturers did not ensure product quality themselves but perceived the MR MOD as the “final authority” that would inspect and correct errors.
“On December 31, 2025, the military representative offices will be disbanded, and quality control functions will be transferred to the newly established territorial offices of state quality assurance (as of today — 11 TO SQA)”, — the MOD reported.
The Main Directorate of State Quality Assurance (MD SQA) has also already been established, to which the functions of the Central Quality Control Directorate, logistics support units, and the Food Safety and Veterinary Medicine Directorate have been transferred.
The MD SQA is the central body that ensures policy coherence, coordination, methodological guidance, and practical quality control across the entire range of defense procurement — from high-tech weapons to clothing, food, and special-purpose property.
“The key result of the changes is the rejection of the Soviet control model and a full transition to state quality assurance, where the manufacturer is responsible for quality and the state is responsible for guaranteeing it. This is exactly the model that operates in Poland, France, the United States, and other NATO member states”, — the Ministry of Defense emphasized.
