Minister of Defense of Ukraine Denys Shmyhal addressed partners during the 32nd meeting in the Ramstein format and expressed sincere gratitude for support in 2025, which became a record year in terms of assistance volumes.
This became known on December 16.
“If all commitments are fulfilled, we will be able to attract $45 billion — more than in any year since the start of the full-scale war.
The total volume of Ukraine’s defense needs in 2026 amounts to $120 billion. Ukraine can cover half of this amount with its own resources. But $60 billion must come from partners”, — Denys Shmyhal noted.
He informed participants of the meeting about Ukraine’s main priorities:
“I emphasized that Ukraine remains committed to restoring peace. However, to achieve it, we must increase pressure on the aggressor, limit its resources, and expand Ukraine’s defense capabilities.
I thank every member of the Contact Group for consistent support. I am grateful to the United Kingdom, Germany, and NATO for leadership in organizing a productive meeting”, — Denys Shmyhal noted.

Over the past day, Russian invaders lost 1,730 military personnel killed and wounded, as well as 409 pieces of equipment.
In 2025, the Ukraine Defense Contact Group held eight meetings, during which partners announced military aid packages for Ukraine totaling billions of euros.
On the Lyman axis, the enemy is attacking with massive amounts of infantry. Poorly trained fighters are being sent forward, abandoned without water or food.
On the night of December 17, the Defense Forces of Ukraine carried out a series of strikes against oil refining and logistics infrastructure facilities of the Russian Federation.
The situation on the Pokrovsk axis remains difficult. The enemy is attempting assault operations both day and night, taking advantage of unfavorable weather conditions, and periodically tries to advance in fairly large groups.
