Ukraine’s Defence Intelligence has published data on Russian scientists involved in developing military and dual-use technologies.

A list of 17 scientists and developers from russian institutions and organizations has been published in the “Engineers of Aggression” section of the War&Sanctions portal.

The list includes, in particular:

  • researchers from the Moscow Institute of Physics and Technology (MIPT), which hosts the Center for Artificial Intelligence Technology with a laboratory for specialized digital technologies. Its partners include the High-Precision Systems holding and the Shipunov Instrument Design Bureau;
  • professors and associate professors from the Skolkovo Institute of Science and Technology (Skoltech), which conducts research and development in areas including the production of turbine blades for aircraft engines, materials and coatings for UAVs and spacecraft, and semiconductor manufacturing;
  • heads of the Research Center for Unmanned Aviation Systems at the Central Aerohydrodynamic Institute named after N. E. Zhukovsky (TsAGI), who develop UAV standards and oversee research and development projects involving the use of artificial intelligence in UAV control systems.

According to Ukraine’s intelligence service, russian universities and research institutions cooperate with the defense ministry of the aggressor state and military-industrial complex enterprises, carrying out projects to develop new weapons systems and replace sanctioned components with domestic alternatives.

At the same time, some institutions in russia and their staff continue to cooperate with the global scientific community, including through international grant programs.

“Despite such activities, most of them continue to cooperate with scientists from other countries, conduct joint research, co-author scientific papers in leading international journals, and attend international events and conferences. They bring the experience gained through such cooperation to MIPT, Skoltech and TsAGI, where it will subsequently be used not only to create and modernize weapons, but also to build russia’s strategic advantage in the modern technological arms race,” Ukraine’s Defence Intelligence emphasized.
